WSQ Food Safety Course (FSC) Level 3

All Food Hygiene Officers (FHOs) must attain and maintain a valid Workforce Skills Qualification (WSQ) FSC Level 3.

      Who must attain WSQ FSC Level 3 certification?

      All Food Hygiene Officers (FHOs), whether working in retail or non-retail food establishments licensed by SFA, must attain WSQ FSC Level 3. Training and certification are provided by approved training providers.

      Retail food establishments include hawker stalls, food stalls at canteens, and restaurants. Non-retail food establishments include food manufacturers and food processing plants. 

      It is mandatory for certain types of SFA-licensed establishments to appoint FHOs.

      What does WSQ FSC Level 3 cover?

      The course equips FHOs with knowledge and practical skills for conducting checks on cleanliness, personal hygiene, and food hygiene in food establishments. FHOs will also learn about the Pre-Requisite Programmes (PRPs) and Hazard Analysis and Critical Control Point (HACCP) principles.

      WSQ FSC Level 3 has replaced the former WSQ Conduct Food & Beverage Hygiene Audit course.

      Is it a one-time certification?

      WSQ FSC Level 3 is a one-time certification. 

      FHOs who also perform the activities of a food handler are required to attain the WSQ FSC Level 1 or WSQ FSC Level 2 within 5 years of passing the WSQ Level 3. 

      To continue handling food, they must also attend and pass retrainings every 10 years.

      First retraining requirement: To attain either WSQ FSC Level 1 or Level 2

      Within 5 years from the date of initially passing the WSQ FSC Level 3

      Second or subsequent retrainings: To attain either WSQ FSC Level 1 or Level 2

      Within 10 years from the date of passing the previous retraining


      What are the training options available?

      The WSQ FSC Level 3 is a 3-day programme and includes both written and practical assessments.

      Participants who complete the course successfully will receive a Statement of Attainment (SOA) issued by SkillsFuture Singapore (SSG).

      Who provides the training and certification?

      Training and certification are provided by training providers approved by SSG. To enrol, contact a training provider listed on SSG-approved training providers for FSC Level 3.

      Are previously attained FHO certifications recognised?

      FHOs with a SOA from the former WSQ Food & Beverage Hygiene Audit course or those trained under the FHO course conducted by the Singapore Environment Institute (SEI) will continue to have their certification recognised by the SFA.

      SkillsFuture Singapore (SSG), formerly known as the Workforce Development Agency (WDA), launched the Food & Beverage Workforce Skills Qualification (WSQ) system in 2007 as the national qualifications standard for the Food & Beverage industry.
