Agri-Food Cluster Transformation (ACT) Fund

The ACT Fund 2 is for SFA-licensed local farms. The purpose is to help our local farmers be more productive, climate-resilient and resource-efficient. 


Local farmers have until 31 March 2031 to submit their applications under the ACT Fund 2 (thereafter referred to on this page as ACT Fund).

      Who can apply for funding?

      The funding is only available to local farms as the ACT Fund is one of the ways SFA encourages our local farms to adopt technology and build up their capabilities.

      To apply for funding, you must have a farm in Singapore with a valid farm licence issued by SFA.

      What is supported by the ACT Fund?

      The ACT Fund aims to transform our agri-food sector into one that is highly productive, climate-resilient and resource-efficient by supporting:

      Capability Upgrading (CU)
      For example, you can get funding to adopt pre-scoped farming solutions and equipment, or to engage consultancy and certification services (such as a technical consultancy)  to achieve recognised standards such as the Clean & Green (C&G) Standard and Singapore Good Agricultural / Aquaculture Practice (GAP/GAqP) certification.

      Technology Upscaling (TU)
      For example, you can get funding to set up large-scale, commercial, high-tech production systems, as well as pre- and post-harvest facilities that deliver high productivity and resource efficiency.

      Industry Partnership for Capability Transformation (IPCT)
      For example, you can get funding to facilitate strategic partnerships between farms and agri-tech stakeholders, to catalyse the development and deployment of industry-wide solutions that support multiple farms.

      What is funded under “Capability Upgrading”?

      You can apply for funding for the following under Capability Upgrading:

      The PSG for agri-food sector provides funding support for farms to adopt pre-scoped farming solutions and equipment.


      The pre-scoped farming solutions and equipment funded under the PSG for agri-food sector ranges from aeration systems to post-harvest equipment. 

      You may apply more than once, provided that the solution or equipment funded in each application is different. Funding cannot be used for the repeat purchase of solutions or equipment that has been funded previously.

      Funding support is provided for farms to adopt the Singapore Clean & Green Urban Farms (SG C&G) or obtain Singapore Good Agricultural Practices (SG GAP) certification. 

      Eligible expenses include fees for consultancy and certification services.

      Farms that are SG C&G or SG GAP/GAqP certified adopt standards that use resources to produce food efficiently and sustainably.

      The funding is a one-off sum of $15,000 for qualifying consultancy fees ($10,000) and certification-related fees ($5,000).

      What is funded under “Technology Upscaling”?

      You can apply for funding to invest in farming technology or systems as well as standalone pre- and post-harvest facilities to support commercial-scale production.

      The funding supports the adoption of large commercial-scale, automated and advanced farming technology solutions, including systems integrated with agri-input production, post-harvest and waste treatment technologies. It also covers related infrastructure and building works required to install farming systems for new farm sites or to retrofit existing ready industrial spaces for farming.

      What is funded under “Industry Partnership for Capability Transformation”?

      You can apply for funding for:

      • Joint projects between farms and agri-tech stakeholders to develop and deploy industry-wide solutions that address common challenges faced by multiple farms.
      • Collaborative initiatives involving farms, private sector partners (e.g. technology providers, off-takers, logistics companies) or research institutes and institutes of higher learning to deliver shared platforms, tools or systems that raise sector-wide capabilities.

      To apply under the ACT Fund:

      • Your farm must be a local farm with a valid licence from SFA.
      • Your farm should be free of ongoing unauthorised or illegal activities for at least 1 year before the date of application (i.e. the ‘Offence Date’ must be more than 1 year before the ‘Application Date’). If the farm has any offence record, it must have been satisfactorily resolved and closed before the application can be considered.

      There are three components: Capability Upgrading, Technology Upscaling and Industry Partnership for Capability Transformation. Each component has its own requirements, application guidelines and templates.

      If you do not have a CorpPass account, please refer to the CorpPass Guide for instructions on how to set one up.

      Follow the instructions in the Application Guidelines for the component which you are applying for.

      Submit your application along with all supporting documents as directed in the Application Guidelines.

      All applications must be submitted through the Business Grants Portal using your CorpPass. For applications under the PSG for agri-food sector, please select the portal “BGP”. For all other applications (CU for Standards Adoption and Technical Consultancy, TU and IPCT), please select the portal “BGP 2.0”.

      Assuming the application is complete, then SFA will take around 12 - 20 weeks to process your application. During this time, SFA may contact you to clarify the information submitted. Applicants will be informed of the outcome of their application upon completion of the review.

      If your application is approved, you will be notified via email to receive your Letter of Offer (LOF) on BGP. Acceptance of the LOF can be completed under the “Updates Required” tab in “My Applications” on BGP.

      The LOF will state the conditions of support and the amount of grant awarded. You must acknowledge receipt and accept the LOF within the timeline indicated in the LOF, otherwise, the application will be considered invalid.

      Background on the ACT Fund

      The $60 million ACT Fund was first introduced in April 2021 to support local farms in adopting technology and advanced farming systems along the farm-to-fork value chain. Outcomes from projects supported under the ACT Fund have contributed to a vibrant agri-food ecosystem and our food security. 

      Building on its success and to further support local farms, a new tranche of funding of $70 million under the ACT Fund 2 is available from 2026. This will continue to support technology adoption and local agriculture capability and capacity building.
