Types of Land Tenders for Food Farms

Singapore dedicates less than 1% of its land to agricultural food production, making it crucial for farms to optimise the use of these limited resources.

Agricultural land is allocated through competitive open tenders. This merit-based selection process ensures that scarce agricultural land is awarded to farmers who demonstrate both superior productivity potential and innovative farming concepts.

Fixed Price Tender

The Fixed Price Tender adopts a single-stage evaluation process. Evaluation is conducted by a Tender Evaluation Committee, and the tender is awarded based on proposals that can best optimise the land for production.

Concept and Price Tender

The Concept and Price Tender adopts a two-stage evaluation process. Tenderers are required to submit both their concept proposal and tender price. In the first stage, a Concept Evaluation Committee will evaluate the concept proposal based on assessment criteria. Only proposals that meet the first-stage requirements proceed to the second stage, where the Tender Evaluation Committee evaluates the tender prices to determine the recommendation for tender award.

Evaluation Method

Each proposal is assessed based on its merits, including production track record and capability, relevant farming experience and qualifications, as well as business sustainability. The evaluation criteria are as follows:

Track record (20%)
Production capability (60%)
Business sustainability (20%)
