To All Meat Importers

NEW FEATURES ON HEALTH CERTIFICATE FROM USA FOR IMPORTED MEAT INCLUDING POULTRY TO SINGAPORE
1 Food Safety and Inspection Service (FSIS) of the United States Department of Agriculture (USDA) will be issuing watermarked and digitally signed hardcopy health certificates that are generated from their Public Health Information System (PHIS) to accompany export consignments of meat including poultry to Singapore. This is with effect from 12 Jan 2026. Each PHIS-generated health certificate will contain the following new features:
- Digitally signed certificates by FSIS veterinarians.
- Visible watermark “Approved certificate - Available for validation in PHIS” in the background of each certificate.
- Unique seven-digit certificate number, which is included in the USDA export mark that is applied to the physical consignment, to link certificate to the consignment.
2 A sample of the PHIS-generated certificate is appended in Annex A for your reference. These PHIS-generated certificates will be printed by the US exporters and will include the hardcopy to accompany the export consignment to Singapore. This circular is for importers’ awareness of the new features and there is no change in the current process of receiving the PHIS-generated health certificate and its format for Singapore importers for the import of meat including poultry to Singapore.
